DIOCESAN ATHLETIC MANUAL
POLICIES
A. GENERAL POLICIES
1. PRINCIPAL’S RESPONSIBILITY: The Principal shall be responsible for the administration and control of the interscholastic athletic program within his/her school.
The principal is authorized to schedule events for his/her school.
2. "CUTTING" ADMONITION: Every possible effort should be made to allow students to participate in a sport if they wish to do so. If "cutting" becomes necessary, coaches should discuss their decision with the principal. Careful and sensitive communication should be made to students and their parents if "cutting" becomes unavoidable. Commissioners should make every possible effort to allow schools to have more than one team so "cutting" becomes unnecessary.
3. FINANCIAL RIGHTS AND DUTIES OF SCHOOL ATHLETIC ASSOCIATIONS: The Athletic Associations have the following financial rights and duties:
a. The Athletic Association will consult the principal regarding the school's needs before funding materials for school use.
b. The Athletic Association may open a bank account under the provisions specified in the Diocesan legislative handbook, Order and Values, page 36, #11.7. It states:
"In order for an association to be considered a fully integrated component of a parish, it must be recognized as such by the parish council as a matter of its written record and it must be subject to the ultimate fiscal control of the pastor. An itemized record of receipts and expenditures must be filed in the parish office annually or made available upon request of the parish finance board whose responsibility it is to see that the above requirements are met. Other associations do not enjoy the tax exempt status afforded to Catholic institutions unless their application for such status is approved by the Bishop and the United States Catholic Conference, or unless it is otherwise obtained from the Internal Revenue Service. The officers and members of all associations of parishioners may not act juridically on behalf of the parish.
c. A semi annual itemized financial report will be submitted to the principal and pastor by the Athletic Association.
d. The principal will approve all expenditures.
e. Expenditures over $1,000.00 must have the approval of the pastor
