FORMULATION AND RATIFICATION REGULATIONS

Regulations are passed according to the following process:

1.  DAC formulates and approves regulations in writing.

2.  The Superintendent of Schools enacts the regulation by signing written resolutions.

3.  Every effort shall be made to arrive at decisions through consensus. In those decisions where this is not possible, parliamentary rule shall be invoked.   A majority of those present rules.

ROTATION

One third of the Council shall rotate off the Council after one year (June 30, 1991 marks the first rotation date). Another pre-selected third of the committee will rotate off after the second year (June 30, 1992); the remaining third after the third year (June 30, 1993). Subsequently, members shall rotate on a three-year cycle beginning July 1 and ending June 30.

AMENDMENT OF BY LAWS

By Laws may be amended through a two thirds majority vote of a quorum of two thirds of the membership or through a consensus of the quorum.

COUNCIL RESPONSIBILITIES

All current rules need to be reviewed and considered for possible modification each year.  The Constitution may be amended (but not limited to) by the following methods: (A) on or before the first of April of each year the member schools may file with the Athletic Director any proposed changes in the DAC Constitution and By-Laws.  (B) The Athletic Director shall notify all member schools in writing of new proposed changes.  Said notice is to be sent not later than five days prior to the DAC meeting.  (C) The proposed changes shall be voted on at the DAC meeting of the school year.  (D) Resolutions shall become effective upon passage.

The Council will print each year and distribute to all member schools (principals, pastors, commissioners and coaches) an accurate, updated rulebook. A cover letter should be sent to each school instructing them to destroy all previous rulebooks, inserts, etc.
