GENERAL RULES AND PROCEDURES
FOR GRIEVANCES, SUSPENSIONS AND APPEALS
1. Each league shall have at least one commissioner.
2. Each League Commissioner shall be responsible for interpretation of league rules and settlement of disputes at the venue site.
3. All disputes or protests shall first be submitted in writing to the DAD. The dispute must be submitted within forty eight (48) hours from the completion of the game or occurrence, which gave rise to the dispute, or questionable conduct of a particular coach, team or player. The DAD shall notify the DAC representative for the school(s) involved as to result of protest.
4. All disputes/protests must consider the following two items: (1) the particular rule(s) involved, and (2) specific facts to support the alleged violation of the rule or the questionable conduct.
5. Decisions of the DAD are may be appealed to the DAC Executive Committee. Appeals to the DAC Executive Committee must be made in writing and submitted to the DAD within 72 hours from the time of notice of the decision of the DAD. The appeal will be resolved by the executive committee at a meeting attended by school superintendent. There is no further appeal. Notice of the final decision shall be published by DAD.
6. Any request for a waiver of any rule must be made in writing to the DAD who will make a decision on the request. Any request for a review of the DAD’s decision shall be presented as an appeal to the Executive Committee. Notice of the final decision shall be published by DAD.
A. MISBEHAVIOR OF COACHES
1. It is primarily the referee’s or official’s duty to sanction coaches for misconduct violations.
2. Should the league's Commissioner become aware of a misconduct violation of a coach, he may:
a. bring it to the immediate attention of the referee, or
b. wait for a time when he can signal for a time out with the referee and talk to the coach in private, or
c. speak directly to the coach at the earliest convenient time.
3. In a situation where a coach is responsible for flagrant misconduct, it is the Commissioner's DUTY to report that incident to the DAD in writing. The DAD |
